Triumph TR3 - Steering box

Is it possible to replace the oil seal in the bottom of the steering box w/o pulling the whole column like the factory book suggests?
After replacing the top gasket, setting end float/free play and re-filling w/ oil, I see the seal leaks a little. I'd hate to start all over.
Any thoughts?
