Triumph Spitfire - ZS carb, water choke causes fuel leak

The Zenith Stromberg Carb on my 1978 1500cc started leaking fuel. I've rebuilt it and it continued until I removed the entire water choke assembly. When I do that the carb functions fine. Have any of you run into this problem and if so what does one do to correct?
