Triumph Spitfire - unknown part

Howdy All,

I usually stick to the MG site (I know...Bah Humbug), but a friend asked me to identify a part on his US version '79 Spitfire, and I can't be certain of it's purpose, so I thought I'd go to the best source of info that I know of.

This part is located on the left inner fender well, inside the trunk space. My first thought is that it's an "Anti-Rollover Fuel Shut-Off Valve, but manually switching it doesn't seem to accomplish anything.

I've attached a photo of the part in question in the hope that someone out there can identify both the part and it's purpose.
