Triumph Spitfire - Spitfire emission control problems

I purchased a '79 Spitfire 1500 that has the emission control equipment removed. It runs great. However, it won't pass the emission inspection in my state. HC (ppm) was 2000 and the maximum allowable was 400. CO (5) was 6.32 and allowable was 4. Do I have to put all the equipment back on, or is there some adjustments that can be made. It has
a Weber DGAV carburetor and high performance manifold.

I have all of the parts needed to restore the car to original specifications if you find you need to do that to pass emissions.
