MG MGF Technical - Fuel flow

Is the short section of flexible pipe that joins the fuel pressure regulator to the fuel return pipe the last low pressure point before fuel enters the manifold or is it, as the name might suggest, the opposite - where surplus fuel is bled off to reduce rail pressure?
