MG MGF Technical - Coolant/fan problem

During a service for my 2002 TF 160 by an ex-MG mechanic, he noticed that on high revving, the cooling fan was coming on but not switching off. The engine is staying hot even with the fan on. He's also observed that the coolant gets sucked out of the expansion tank, and then comes back in and will overflow if allowed too.

He's checked for airlocks, vacuum filled the cooling system, changed the thermostat, determined the problem is not an electrical switch fault.

I hope I've described the problem correctly (I'm confused!), but any ideas of what the problem might be?

In normal running of the car and before the service, the problem didn't show up and the temperature gauge was normal.
