MG MGF Technical - Accelerator stuck,

I bought an 1998 s reg MGF at the weekend, both yesterday and this morning the accelerator pedal was stuck and couldn't be pressed down. I thought it might be frozen?

So I left it for the morning and went back this aft, and set off down the road and the throttle got stuck in very high revs?

Does this just need the throttle cable replacing? Is this an expensive problem to fix?
