MG MGA - Rear number plate/bumber assembly

I have had my rear bumper and number plate off, and now wish to reassemble it.
I have bought new nuts, bolts etc from a MG dealer.
According to the exploded picture in the catalogue, the order of items is:
bolt,bumper,special washer,support iron,distance tube,flat washer(3/8"),distance tube,flat washer,spring washer,nut.
I assume the number plate fits between the two flat washers, but the distance tube is too deep, and does not allow tightening up.
Any ideas please.

I think I've found the problem. There are rubber washers, part No.AAA5053 on either side of the number plate bracket. Need to buy those now.!
