MG MG Y Type - Fuel Tank Padding - Purpose?

What is the purpose of the felt fuel tank pad? The tank itself is securely bolted in place. The pad bridges the rather large gap to the boot floor. It seems to me the only thing it will do is collect water and rust things.

I removed mine and just for safety put a rubber pad in the gap in case there is movement or vibration - but I too wondered what it was for.
